到2014年，国内青少年网民（juvenile Internet users）已达2.77亿人，是全国青少年总数的79.6%。网络不好的信息举报中心的数据显示，七成被举报信息与色情有关（involved pornographic contents）。网信办高度看重为青少年打造健康的互联网环境，将对包括暴力和色情等不好的信息的互联网内容进行集中清理（cleaning up unhealthy content）。

“护苗行动”的主要战场将是即时通讯服务商（instant messaging services）微信和QQ、社交互联网平台（social network platforms）微博、各种互联网平台、信息储存平台云盘和网盘（information storage platforms such as Yunfile and Netdisk）、与互联网视频、微视频（micro videos），移动app等。
